Allow Locked Phone License Information Access

Allow ID to be accessible from the lock screen. Useful for ID during emergency situations where the resident may be unconscious. Would also prevent the need to unlock the entire phone for accessing an ID.

user should be allowed to chose what is visible without unlocking the device (If the device is lost you do not want the person who finds it to have your address)
